6	7 ODIPE SEMINAR 7 : Du One Ocean à la pêche : le secteur professionnel des pêches à l’UNOC ODIPE SEMINAR 7 : Du One Ocean à la pêche : le secteur professionnel des pêches à l’UNOC 7 avril 2026 13 h 00 min - 15 h 00 min Ocean Diplomats - ethnographic Dialogues SESSION #7 Du One Ocean à la pêche : le secteur professionnel des pêches à l’UNOC Coordination: Stanislas Bebin, Manon Airaud La troisième conférence des Nations Unies pour l’Océan, l’UNOC – United Nations Ocean Conference –, s’est tenue àNice en juin 2025. Ce « méga-événement » onusien a rassemblé une multitude d’acteur·ices politiques, diplomatiques, scientifiques, professionnels, ONG, artistes etc. afin d’exposer les enjeux océaniques actuels, d’en discuter voire d’en débattre. Dans ce cadre-là, comme secteur d’activité professionnelle séculaire intrinsèquement liée aux devenirs océaniques, la pêche faisait partie de l’agenda de l’événement. En nous appuyant sur l’ethnographie collective réalisée par le collectif de chercheur·ses dans le cadre du projet ODipE – Ocean Diplomacy Ethnography –, cette séance sera consacrée à la place accordée aux pêches maritimes lors de cet événement. Des scènes diplomatiques de la zone bleue aux rencontres officieuses, en passant par la Baleine ouverte au public et aux espaces qualifiés de « militants », l’UNOC 3 a offert une variété d’espaces potentiellement mobilisables pour les acteur·ices du secteur des pêches. Quelles pêches maritimes ce type d’évènement place-t-il sous les projecteurs ? Dans une approche comparative entre les différents espaces de cette méga-conférence, officiels et officieux, nous exposerons en les interrogeant les récits recueillis à propos de ce secteur. Nous renseignerons les représentations communes faisant du secteur des pêches un monde unifié alors que, profondément hétérogène, nous avons observé des capacités inégales et des stratégies différentes de représentations des intérêts. Ces discours promeuvent la consolidation de dispositifs scientifiques existants et/ou émergents et leur transformation en infrastructures de connaissance présentées comme des biens d’intérêt public, capables de servir plusieurs usages et usagers, au-delà des frontières disciplinaires et par-delà la communauté scientifique. Une telle stratégie vise à (ré)encastrer ces dispositifs dans la société afin d’en légitimer l’existence, le financement et le maintien, et interroge leur modes de gouvernance à l’avenir. Cette séance propose une analyse empirique et critique de cet « infrastructuring », entendu comme la fabrique processuelle de telles infrastructures. À partir de l’enquête ethnographique collective du groupe ODIPE, nous suivons les acteurs qui portent cette stratégie ainsi que les initiatives qui l’incarnent, afin d’explorer les liens entre infrastructures de surveillance de l’Océan et diplomatie océanique. Nous interrogeons la manière dont cet « infrastructuring » est travaillé par divers projets et intérêts – parfois en concurrence – et au croisement de plusieurs arènes. Notre présentation reviendra sur une série de tensions et de transformations que cette dynamique implique. Nous examinerons notamment les difficultés à concevoir des infrastructures à la fois communes, fondées sur des pratiques et standards harmonisés, et polyvalentes. Nous explorerons la façon dont de nouveaux acteurs, tels que des fondations philanthropiques, investissent désormais le financement et développement de telles infrastructures et cherchent à consolider leur « pouvoir infrastructurel » pour influer sur la gouvernance océanique. Enfin, nous adopterons une perspective critique sur cette approche consistant à penser la gouvernance et la diplomatie océanique au prisme des infrastructures de surveillance environnementale. Or, la question des fonds marins, longtemps marginale, semble devenir de plus en plus intournable au tournant des années 2020, notamment sur ses enjeux miniers. Cette conférence donnera la parole aux chercheurs et acteurs présents lors de la troisième Conférence des Nations unies sur l’Océan, en s’appuyant sur les observations du groupe des « Odipiens » et du projet ODIPE (Ocean Diplomacy Ethnography). Elle mettra en lumière les multiples scènes interconnectées de la gouvernance océanique qui se dessinèrent à Nice, traversées par des acteurs diplomatiques, scientifiques, artistiques et autres.
